Melilla es uno de los territorios especiales de los Estados miembros de la Unión Europea. Los desplazamientos hacia y desde el resto de la UE y Melilla están sujetos a normas específicas, previstas, entre otros, en el Acuerdo de Adhesión de España al Convenio de Schengen[5].

El nombre original (actualmente traducido como Rusadir) era un nombre en lengua púnica, procedente del nombre dado al cercano Cabo de las Tres Horcas. Addir significaba «poderoso»[10] La creación del nombre es similar a la de otros nombres dados en la Antigüedad a las salidas de la costa norteafricana, como Rusguniae, Rusubbicari, Rusuccuru, Rusippisir, Rusigan (Rachgoun), Rusicade, Ruspina, Ruspe o Rsmlqr[11].
Por otra parte, la etimología del nombre actual de la ciudad (que data del siglo IX y se traduce en Melilla en español) es incierta. Como lugar de apicultura activo en el pasado, el nombre se ha relacionado con la miel; esto está respaldado tentativamente por dos monedas antiguas en las que aparece una abeja, así como por las inscripciones RSADR y RSA[12]; otros relacionan el nombre con «discordia» o «fiebre», o también con una antigua personalidad árabe[12].
